There
are two types of seal treatments, slurry
seal and cape seal.
The
application of a slurry seal will require
lane/street closures between 8:00 a.m. and 5:00
p.m. On the day of slurry seal work, it is very
important that you do not park your vehicle
on the affected street or it will be towed in
order for the contractor to perform his work.
Equally important is that you be advised not
to drive on, into or from closed lanes or on
a street with the street closure barricades
in place. Barricades are an indication that
the slurry seal is wet and must not be driven
upon or walked upon. Driving on the wet slurry
would result in significant damages to the street.
Moreover, driving on a closed lane or street
is a violation of the City’s Municipal
Code Sections 10.44.030 and 10.44.070, as is
driving around barricades or moving barricades
to gain access into or out a closed lane or
street. Residents found to be in violation of
the City’s Municipal Codes may be cited
and found responsible for the cost to repair
the damages resulting from the violation. Driving
or walking on the wet slurry seal will damage
the street and will cause the black tar-like
substance to adhere to your car tires and shoes
and track on driveways and sidewalks. Residents
are advised to relocate their vehicles outside
the work area in advance if they wish to have
access their vehicles on the day of the street
closure. The City will suspend street sweeping
parking restrictions on streets adjacent to
those being closed for work.
The
application of a cape seal is a two
step process. First, a heavy oil mixture and
small gravel chips are applied (a chip seal).
Residents are prohibited from parking on the
street on the day of the application of the
chip seal until the City’s contractor
removes the “No Parking” barricades.
Please be advised to stay off the street while
work is in progress. After the contractor completes
work on the chip seal and removes his construction
barricades, residents will be permitted to drive
on the street. For about one week, the chip
seal will be exposed to allow setting. Please
drive slowly over the chip seal as it is natural
for some of the small gravel chips to come loose.
About one week after the chip seal has been
placed, a slurry seal will be applied on top
of the chip seal to provide a new, smoother,
driving surface. The same parking, driving and
walking restrictions on a street being slurry
sealed noted earlier in this notice applies
to residents whose streets are being cape sealed.
The contractor will place door hangers or paper
notification concurrently with no parking restriction
signs on barricades. Please move your vehicle
outside of the barricaded road closure area
in advance of the work should you wish to have
access to your vehicle during work hours.
