PRE-QUALIFIED CONSTRUCTION PROJECT REQUEST FOR BID

Vista Grande Drainage Basin Improvements Project

Sealed proposals, submitted only upon the bid proposal forms furnished by the City will be received by the City of Daly City at the City Clerk's Office, City Hall, 333 - 90th Street, Daly City, California 94015 at 2:00 PM on ~~December 23, 2025~~ ~~January 16, 2026~~ February 6, 2026 at which time they will be publicly opened and read. Bids will only be accepted by firms that were previously pre-qualified to bid this Project, as determined by the Prequalification process undertaken by the City in the first quarter of 2025. Letters were issued to the prequalified firms that indicate their eligibility to bid as a prime general contractor, to be a subcontractor for a portion of the work, or participate in bidding as a member of a joint venture.

This project is subject to the requirements of California Public Contract Code Sections 20101 and 22000 et seq., and Labor Code Sections 1720 through 1861. Only firms prequalified through the City's process conducted in accordance with Section 20101 are eligible to bid. Below is a list of the prequalified bidders:

The work includes shaft, portal, and tunnel construction; tunnel enlargement; wetland construction; construction of a collection box, culvert sections, diversion structure, and solids removal device in existing canal; an outfall pipe, concrete outfall structure, outfall piping, and outfall apron; demolition work, intake system, roadway improvements, associated electrical, mechanical and instrumentation work including an instrumentation building, and site restoration.

Each bid must be submitted on the prescribed forms. Bids shall be accompanied by a bid bond, cash, certified or cashier's check payable to City of Daly City, in an amount not less than 10% of the aggregate bid.

Bidders must have a valid Class A California Contractor’s license must their possession at the time of bid.

Pursuant to Labor Code Sections 1720 et seq. the general prevailing wage rates apply to this Project. Copies are available from the City Engineer upon request.

In accordance with the California Labor Code, general prevailing hourly rates of per diem wages shall be paid on this project. Copies of applicable prevailing hourly rates of per diem wages are available on request to the City Engineer.

Pursuant to the California Public Contract Code, securities may be substituted for money retained from progress payments.

The City reserves the right to reject any or all bids and to waive any informality in such bids and, if awarded, to award the contract in the best interest of the City.
