Ms. Shawnna Maltbie has served as City Manager of Daly City since January 2019, when she was appointed unanimously by the City Council. She stewards an approximately $190 million annual budget and the workforce of nearly 500 staff that provide a full suite of services to residents and businesses, from emergency response to library services to the provision of clean drinking water. As the City's Chief Executive, she is responsible for implementing the policy vision of the five-member elected City Council as well as overseeing the daily operation of nine City Departments. Her top priority is to create a resilient Daly City and align the City budget and services with identified community needs and priorities. As such, she has dedicated resources and staff to continually assess changing community needs over time.
Community Member Needs
Making Daly City services responsive to all community member needs is essential to ensuring the accountability of the City. As one of the most diverse cities in the Bay Area, Daly City Government is working hard to reach all members of our population. Ms. Maltbie takes an inclusive approach to create City programs that best serve the community. Her recently awarded master's degree in Gerontology has played a large role in shaping her perspective on inclusivity and human-centered design. Indeed, Ms. Maltbie provides significant support to the Daly City Age-Friendly Task Force, knowing that the City must reimagine service delivery as our population undergoes further demographic change.
Experience in Local Government
Ms. Maltbie has more than 20 years of experience in local government, 15 of which have been spent working for the City of Daly City. She was hired as the Assistant Director of Human Resources in 2005 and was promoted to Director of Human Resources in 2007. She served for seven months as Interim City Manager before her permanent appointment in January 2019. Prior to joining Daly City, she held a variety of roles in the County of San Mateo as well as the City of Pacifica.
Ms. Maltbie holds a bachelor's degree in Public Administration from the University of San Francisco, a master's degree in Gerontology from the University of Southern California and has completed graduate work in Public Administration from San Francisco State University. Her commitment to community service includes serving on the governing board of the San Mateo County Regional Training and Development Consortium for Public Agencies as well as the Board of the Directors for the Service League of San Mateo County. She is also a member of CALPELRA, IPMA-HR, and the American Society of Aging.
