Commercial Mixed Use (C-MU) Zone Development - Mission Street and Geneva Avenue Corridors
About
The City of Daly City is developing a new Commercial Mixed Use (C-MU) zoning district for its Mission Street and Geneva Avenue corridors to allow for the development of new multi-family residential and mixed use development. The new C-MU zoning district would replace the existing zoning for many of the properties adjacent to or in close proximity of the Mission Street and Geneva Avenue.
Most parcels within the Mission Street and Geneva Avenue project boundaries are zoned Light Commercial (C-1) and other zoning districts that do not allow for multifamily residential development. However, these parcels have a land use designation of Mixed Use (C-MU) in the General Plan, which envisions vibrant mixed-use corridors on Mission Street and Geneva Avenue. Therefore, the zoning code needs to be updated to be consistent with the General Plan to allow mixed use and residential development, along with commercial development. This will be accomplished with the new C-MU Zone, using community input to help shape the regulations. The C-MU zone will include new development and objective design standards, which are requirements for new development that dictate the physical building form and design, and other development elements like parking and landscaping. Examples of development standards include requirements for building height, yard setbacks, permitted uses, lot coverage, lot width, usable open space, and maximum parking provision. Examples of design standards include requirements related to site design, building design, context sensitivity to adjacent single-family zones, and landscaping.
Community Engagement
As part of the project, the City is conducting community engagement with Mission Street and Geneva Avenue property owners, as well as the wider Daly City community. This website will be updated with upcoming community meeting dates and materials. Dates for the community engagement events are outlined below.

City Council Presentation. At the City Council meeting on July 24, 2023, the City Council received a presentation by Placeworks on the Draft Commercial Mixed Use (C-MU) Zoning District Standards. The Council provided input on and welcomed any public comment on the standards.

Funding
The C-MU Zone Development Project is funded by a Senate Bill (SB) 2 grant by the State Department of Housing and Community Development. SB2 provides funding and technical assistance to local governments in California to help cities and counties prepare, adopt, and implement plans and process improvements that streamline housing approvals and accelerate housing production.
