2025 California Building Standards Code Adoption Ordinance
Introduction
The City of Daly City is required by State law to adopt the 2025 California Building Standards Code (Title 24, California Code of Regulations), effective January 1, 2026.
This adoption cycle is focused on housekeeping and simplification: removing outdated, overlapping, or inconsistent local amendments and retaining only those justified by Daly City's climatic, geologic, topographic, or administrative conditions.
One key update is the removal of the prior EERO (Exterior Elevated Residential Occupancy) exemption. Daly City is moving toward an Alternate Means and Methods approach consistent with the model code. This provides applicants with a standardized path while preserving flexibility for unique project conditions. The Fire Department supports this change.

Comments submitted by email will be reviewed by staff. To be included in the official record, comments must also be presents to the City Council public hearing on November 10, 2025.
