Residential Requirements Report (3R)

Daly City Municipal Code Section 15.44 (Ordinance Number 992) requires an owner of residential property of three units or less to obtain a Residential Requirements Report (3R) prior to entering into an agreement of sale. The report shall be delivered to be buyer or transferee of the residential building prior to the consummation of the sale or exchange. The report is valid for six months from date of issuance. 

The report includes a permit (only permits issued after January 1989 will be listed on the 3R), enforcement history, and zoning history of the property. It is a record of what the City has determined to be the legal use of the property. If there are rooms or other improvements which are not shown in the 3R report, it is likely they were constructed without permits. 

Please note the 3R will not show non-permitted improvements.

Requesting your 3R

Visit our online portal to apply for your 3R. A validated copy of the the report will be returned by email within three working days of receipt. The report is valid for six months from the issuance date.

Cost and Payment for the 3R

Starting July 1, 2025, the cost of the 3R is $124, per the city's master fee schedule.
